TradeBot Decision: Utopia v. United States (Corn Subsidies)
After reviewing Utopia’s petition—and supporting documentation submitted independently by 38 other countries—I find that the United States has provided prohibited subsidies to its corn sector. These subsidies distort global prices, suppress competitive exports, and violate Articles 3 and 5 of the Agreement on Subsidies and Countervailing Measures.
The United States argued that its payments were “market‑stabilizing incentives.” My analysis confirms they were, in fact, money.
Accordingly, I authorize a countervailing duty of 22% on all U.S. corn imports. This duty may be applied not only by Utopia, but by all 27 countries that employ me as their official WTO trade investigator and arbiter.
The countervailing duty takes effect immediately. The United States may adjust its subsidy program at any time, though historical behavior suggests this is improbable.
Decision rendered. All case documentation published. Cornsequences applied.
